What fails first on Caldwell decks?
The parts that stay wet. Caldwell's climate is dry, with about 11.51 inches of precipitation a year at the nearest long NOAA record, so rain is rarely the culprit. Sprinklers are. From late April into October, heads along the deck edge hit the same posts, rim joists and stair stringers on every cycle, and wood that touches soil or concrete stays damp long enough to rot from the outside in.
The other pattern is hardware. Builder decks from the 1990s through the 2010s commonly have nails in joist hangers, uncoated screws in treated lumber and guard posts notched and lagged to the rim. Section R507.8 of the 2018 IRC says a deck's attachment to the house shall not rely on toenails or nails subject to withdrawal, so a ledger held on that way is a repair list, not a cosmetic problem.
How do we inspect a Caldwell deck?
We crawl under it and compare it to two references: the IRC and the city's typical porch and deck section (drawing 12-06), which spells out the dimensions Caldwell inspectors expect. The checklist runs in order:
- Probe posts, rim joists and stringers with an awl, starting with anything inside sprinkler throw.
- Look at every post base. The city drawing calls for approved post bases, and where concrete was poured in two lifts, the base must penetrate into the footing.
- Check hangers for corrosion, missing nails and nails where structural screws belong.
- Pull on the guard posts. The American Wood Council's DCA 6 details hold-downs for guard posts at about 1,800 pounds.
- Measure the guard and stairs against the city drawing: guards 36 inches minimum with openings under 4 inches, risers 7¾ inches maximum, treads 10 inches minimum, handrails 34 to 38 inches.
- Open the ledger area: bolts or nails, flashing, and the condition of the rim behind it.
You get a written list sorted into fails, wearing and fine. If most of it fails, we will tell you a rebuild is the better spend, and our deck replacement team in Caldwell takes it from there.
Fixing sprinkler damage on Caldwell decks
Start with the water, then the wood. CMID's 2026 FAQ notes that new homes with fresh sod often run watering programs several times a day, and peak watering hours are 5 to 9 a.m. and 8 to 10 p.m. A deck next to a lawn on that schedule never fully dries between cycles. The district puts heads and the line past the city valve on the owner, so re-aiming or moving them is part of the fix.
Once the spray is off the deck, we cut out rotted post bottoms and rim sections, set new posts on standoff bases so the end grain sits above the concrete, sister or replace damaged stringers and lay a gravel strip under the deck edge. Replacing wood while the heads still hit it just restarts the clock.
Can a wobbly Caldwell deck railing be repaired?
Most can be, provided the post and rim pass the probe test. The usual culprit on Caldwell builder decks is a guard post held by two lag screws through the rim, short of what the city drawing and DCA 6 expect, and those lags loosen as the lumber dries. We replace the lags with through-bolts, add solid blocking between the joists and fit a rated hold-down, so the post stays put when someone leans hard on the top rail.
Older guards are sometimes shorter than 36 inches, with baluster gaps wider than 4 inches. If we are rebuilding a guard, it goes back at the 36-inch minimum with openings small enough to stop a 4-inch sphere, matching both the IRC and the city drawing. Guards are required where the walking surface is more than 30 inches above grade.
Does a deck repair need a permit in Caldwell?
Structural repairs should be treated as permit work. Caldwell's statement that decks need separate permits and inspections does not carve out repairs, so new posts, beams, footings or a new ledger go through the Building Safety Division. Swapping boards on a sound frame is a closer call; describe the scope to the division before starting rather than guessing.
For parcels outside city limits with a Caldwell address, Canyon County handles permits. Its older reference guide exempted replacing decking without replacing structural members, but that guide predates the current code, so the county gets the same phone call. Our Caldwell deck permit guide explains the city process.
Ledger repairs on older Caldwell homes
Houses around the College of Idaho and in the post-war blocks near downtown were built long before anyone added a deck. When a deck went on later, the ledger often went straight over the siding onto a crawlspace rim, nailed and unflashed. Water runs down the wall, stops behind the ledger and stays there.
The repair pulls the boards along the house, removes the ledger, cuts back the siding, repairs or sisters the rim, adds flashing and re-attaches with bolts or structural screws in a set pattern. When the rim is too far gone, a freestanding beam line beside the house is often cheaper than opening the wall. The ledger board repair guide walks through it.
Decks beside manufactured homes
Caldwell's deck drawing says no structural attachment to a manufactured home is allowed. A repair that finds the deck lagged into the home's frame should end with the deck standing on its own posts and beam, with a small gap at the wall.
Repair or replace in Caldwell?
Repair when the problems are local: a few posts, one stair, a loose guard, a ledger that needs flashing. Replace when joists are soft across the deck, hangers are rusted throughout or the footings never reached 24 inches. For ranges, see the deck repair cost guide. Over in Nampa, our deck repair work in Nampa deals with the same sprinkler-soaked posts under a different permit line. Request an estimate and we will bring the checklist.
